Replacing the McCauley framework

Tyrese repaired the existing rules; Banks remade the system. In 2076 he extended protection beyond blindside hits to all players, including blockers and defenders. Tyrese supported the replacement as the next step in reform.

Officials gained more discretion and could eject without mandatory replay beforehand. Later league review expanded to more categories of dangerous contact.

Some people mistook repeal for abandoning safety; others felt it erased what they had fought for. The system was broadly accepted once its protections became clear and was respected in practice, although repeal remained symbolically divisive.

Childhood and business

Desmond’s childhood was difficult, and his ambition grew from wanting a better life. He built wealth through multiple businesses and endeavors, including coffee shops, laundromats and car washes.

Houston and league administration

Desmond became a part-owner of the Houston Texans before entering league administration. He served as deputy commissioner before becoming commissioner in 2076.

Private life

Desmond was single and had no children. He enjoyed golf and recreational sports, travel and outdoor activities, cooking and working on cars.

His biggest mistake: the Levi Cross scandal

Banks’s handling of Levi Cross was the biggest mistake of his commissionership. After Cross voluntarily confessed in 2095 to knowingly using PEDs from 2076–2079, Banks condemned cheating but failed to back that condemnation with meaningful action. All ten of Cross’s Raiders championships remained officially recognized under his administration.

Both Cross and Gunner Rhodes criticized the gap between Banks’s words and his willingness to act. Significant portions of the public could condemn Cross’s cheating while agreeing that Banks’s response was weak. The failure became the defining blemish on Banks’s leadership and a sharp contrast with his successor: in 2098, Jayden Thompson vacated all ten championships.
